An independent Quebec would allow its citizens to keep both a Canadian and Quebec passport, Parti Québécois Leader Paul St-Pierre Plamondon said Friday as he presented the latest chapter of his post-referendum playbook.

Quebec residents with Canadian citizenship would automatically receive the new citizenship upon independence, St-Pierre Plamondon said. But the new state would recognize dual Quebec-Canadian citizenship, he promised, predicting Ottawa would make the same choice.

The PQ leader was presenting the latest chapter of the “livre bleu,” which outlines plans for an independent Quebec, in St-Hyacinthe, where his party is hosting a three-day convention.

The party will spend the weekend setting policies in preparation for the October provincial election. If elected, the PQ has promised to hold a third referendum to separate Quebec from Canada in a first mandate.
