Meet Gurpreet Singh, a 40-year-old Indian national. He arrived in Canada on a temporary visa and, from 2015 to 2018, ran a documented racket out of a Regina gurdwara. Court evidence showed he forged dozens of fake “job offer” letters claiming non-existent religious worker positions at Sikh temples in Regina and Kelowna. These bogus documents helped other foreign nationals — mostly from India — fraudulently obtain or extend visas and work permits. It wasn’t a one-off mistake. On the eve of sentencing, defence lawyers alleged CBSA investigator Toban Tisdale had intimidated witnesses. Instead of an independent probe, Tisdale and colleagues allegedly started calling the very witnesses themselves, with the accused officer literally in the room or listening in the hallway. Supervisors did nothing. The Crown prosecutor reportedly cheered the results.
